Donald L. Drabert
Donald L. Drabert, 76, of Roulette, PA, died Thursday (May 18, 2017) in the Cleveland Clinic, Cleveland.
He was born Dec. 13, 1940 in Roulette Twp., a son of John and Alta Dingman Drabert. On June 23, 1962 in the Fishing Creek Methodist Church, he married Patricia Ruth Bigley, who died in 2009.
US Army Veteran
Mr. Drabert was a 1958 graduate of Port Allegany High School and a 1985 graduate of Alfred University.
He was a veteran of the U.S. Army, serving from 1958 to 1961.
Mr. Drabert worked for Pure Carbon in Coudersport, Dresser Rand in Olean, NY and Gould Pumps in Seneca Falls, NY in Computer Aided Drafting. He retired in 2002.
He was a member of Riverside Methodist Church and the Roulette Alumni Association.
He is survived by:
- one daughter: Carla (Toby Dexter) Drabert of Roulette, PA
- one son: Brian (Lisa) Drabert of Roulette, PA
Three grandchildren:
- Jessica (Josh) Hendershot,
- Kari (Alex) Johnson and
- Brittany (Levi Perry) Drabert
- one great-granddaughter: Alaina Hendershot
- A longtime companion, Sharon Baker of Roulette
He was preceded in death by his parents, wife and
- one brother Jack Drabert.
Visitation will be held on Monday May 22, 2017 from 2 - 4 and 6-8 PM at Hartle-Tarbox Funeral Homes, Inc., 105 N. Main St., Port Allegany, PA, where funeral and committal services will be held on Tuesday, May 23, 2017 at 11:00 am with the Rev. Randall Headley, Pastor of the Riverside Methodist Church, officiating.
Military Honors will be accorded by the Potter County Honor Guard.
- Burial will be in the Fishing Creek Cemetery, Roulette.
Memorials, if desired, may be made to Potter County Hospice or the Roulette Ambulance Association.

Patricia R. Bigley Drabert, 70, formerly of Roulette, PA
Patricia R. Bigley Drabert, 70, formerly of Roulette, PA passed away on Monday, November 16, 2009 at Sweden Valley Manor in Coudersport.
Born on December 3, 1938 in Bradford, PA she was the daughter of William Harry and Ruth Esther Goodman Bigley. On June 23, 1962 in Roulette, she married Donald Lee Drabert who survives.
Mrs. Drabert had resided at Sweden Valley Manor for the past six years and had previously lived in Roulette and Seneca Falls, NY. She was a homemaker and a longtime member of the Fishing Creek United Methodist Church.
Surviving in addition to her husband are
- a son, Brian C. (Lisa) Drabert of Roulette,
- a daughter, Carla M. Drabert of Roulette,
three granddaughters,
- Jessica Lynn Barr,
- Kari Leigh-Anne Drabert, and
- Brittany Marie Drabert, all of Roulette,
two sisters,
- Alice Weaver of Decatur, IL, and
- Shirley (Frank) Cochran of Eldred, PA,
three brothers,
- Pete (Ida) Bigley Eldred PA,
- Wade “Sam” (Karen) Bigley of Eldred, PA, and
- Paul (Janet) Bigley of Farmers Valley, PA.
She was preceded in death by her parents and
three brothers,
- Charles Bigley,
- Robert Bigley and
- William “Mort” Bigley.
Friends may call at the Fickinger Funeral Home, Coudersport, on Wednesday from 2-4pm and 6-8pm. Funeral and committal services will be held at 11:00am Thursday at the funeral home.
- Burial will be in Fishing Creek Cemetery, Roulette.
Memorial contributions may be made to either the Fishing Creek United Methodist Church or the Riverside United Methodist Church, River Street, Roulette, PA 16746.

Donald L. Drabert, 76, of Roulette, PA, died Thursday (May 18, 2017) in the Cleveland Clinic, Cleveland.
He was born Dec. 13, 1940 in Roulette Twp., a son of John and Alta Dingman Drabert. On June 23, 1962 in the Fishing Creek Methodist Church, he married Patricia Ruth Bigley, who died in 2009.

Mr. Drabert was a 1958 graduate of Port Allegany High School and a 1985 graduate of Alfred University.
He was a veteran of the U.S. Army, serving from 1958 to 1961.
Mr. Drabert worked for Pure Carbon in Coudersport, Dresser Rand in Olean, NY and Gould Pumps in Seneca Falls, NY in Computer Aided Drafting. He retired in 2002.
He was a member of Riverside Methodist Church and the Roulette Alumni Association.
He is survived by:

July 11, 2019
The Roulette Township Board of Supervisors held their monthly meeting on July 11, 2019 at the Roulette Township Building. Chairman of the Board, Jeremy Morey, called the meeting to order at 6:00 p.m. with the Pledge of Allegiance. Also present were Supervisors Brian Drabert and Jim Ostrom.
VISITORS ATTENDING:
•Present at the meeting were: Cody Lentz, William Grandin, Bill Stewart, David Neergard, Jan Baxter, Crystal Pelchy, Brian, Perry Hooftallen, Rick Morey, Merle Morey, Beth Sigafoes, Halie Kines, Dawn Kent, Marjorie Ruthenberg, David Morey, Scott Morey, and Chief Phelps.
PUBLIC COMMENT:
•Mr. Neergard asked when they were going to do something with Conable Ave.
•Bill Grandin brought in a drawing on where they want to place the picnic table for the library.
•Perry Hooftallen stated, they still need more 25 mile per hour speed limit signs on Burleson Ave.
•Crystal Pelchy was here on behalf of the letter she wrote regarding the speed limit on North St. and the children playing in the street.
•Dawn Kent asked about lowering the speed limit to 15 miles per hour and presented a petition with 42 signatures on it to lower the speed limit on North St. Supervisor Morey stated that he didn’t believe lowering the speed limit was the answer. Instead, Supervisor Morey would rather invest in more signs. Dawn would also like the properties in town cleaned up a little faster.
•David Morey wanted to know why the intersections have not been weeded and the park had not been mowed before the strip of land between Brophy Ave. & Railroad Ave. David also suggested that a schedule be made for the employees to follow and the supervisors make sure the work is getting done. There hasn’t been any work done on pot holes lately and they are just getting bigger. Supervisor Morey asked John Sena to mow the park the next morning. Supervisor Morey also asked about the trimming of Lucille Church’s bushes next to Fishing Creek Rd. Ext. Perry Hooftallen volunteered to talk to her.
•Jan Baxter talked about the flood plain and how it is going to ruin our town because no one can sell property on the north side of the river to Route 6. People cannot afford the flood insurance. She wanted to know if the supervisors were trying to do anything about it. Supervisor Morey assured her that they have been checking out different avenues but either the river has to recede some or it is going to be very costly to get anything done.
•Bill Stewart discussed his property again and how wet it is.
•Merle Morey let the supervisors know that there was a tree limb that needed taken care of.
POLICE REPORT:
•Chief Phelps gave a short report on statistics but couldn’t give a complete report because paperwork was with Deb Dehn, Sweden Township’s secretary. He also addressed the property issues and what has taken place and reminded everyone that it is a slow process but progress has been made. Chief Phelps also spoke to the residents about people on Megan’s Law and what rights the person on Megan’s Law has as far as harassment, etc. More discussion was held on the speed limit on North St.
RVFD CALL STATISTICS REPORT:
•There was no one present on behalf of the fire dept. but Chief Fillhart did provide the supervisors with the Fire CAD.
WATER/SEWER REPORT:
•Supervisor Morey made a motion to purchase the Stanley 15 HP Non-Submersible 4 in. trash pump for the sewer plant. Supervisor Drabert seconded the motion and the motion was carried. There was no discussion from the floor.
•Cody reported that the guy from W. C. Weil said that the one pump at the sewer plant needs a new coil and would like to come up and finish the job on the pumps. All supervisors agreed to hold off on this since there is an extra $99,422.96 in grant money and they are going to use that to get new pumps installed. There was some discussion on the extra grant money.
•Supervisor Morey made a motion to accept Cameron Fryer’s resignation effective July 24, 2019. Supervisor Drabert seconded the motion and the motion was carried. There was no discussion from the floor.
MONTHLY MINUTES:
•The minutes from the June monthly meeting were presented. Supervisor Morey made a motion to accept the minutes. Supervisor Ostrom seconded the motion and the motion was carried. There was no discussion from the floor.
UNPAID BILLS:
•Supervisor Morey made a motion to pay all unpaid bills with only one bill being paid to Nittany Engineering of $714. Supervisor Ostrom seconded the motion and the motion was carried. There was no discussion from the floor.
BALANCE SHEET:
•After carefully reviewing the profit & loss, balance sheet and ledger for all four companies, Supervisor Morey made a motion to accept the profit & loss, balance sheet and ledger, for all four of them. Supervisor Ostrom seconded the motion and the motion was carried. There was no discussion from the floor.
OLD BUSINESS:
•Supervisor Morey stated that he had contacted Logan, from Suit-Kote and he said the water in the quote was not necessary and you could contact someone through COSTARs for the stone. Supervisor Morey made a motion to tar & chip a section of the Kim Hill Rd. Supervisor Drabert seconded the motion and the motion was carried. There was no discussion from the floor.
•Supervisor Morey discussed the issue they had last month with not signing the contracts for the CDB Grant. Since the last meeting the supervisors found out that the township is actually going to get another $99,422.96 on top of the other grant for $175,172.50. The residents were very pleased to hear this. Supervisor Morey then made a motion to enter into a CO-OP agreement with the Potter County Commissioners. Supervisor Drabert seconded the motion and the motion was carried. There was no discussion from the floor.
•Supervisor Morey asked the secretary to contact Green Acres Guide Rail services to have the guide rails replaced on the Atkins Road Bridge West. She is also to call UGI to have them remove the gas line that is attached to the guide rails. There was no discussion from the floor.
•Discussion was held on an agreement with Glenn O. Hawbaker, Inc. and Roulette Township for the Trout Brook Rd. Paving Project. The secretary asked permission to call the engineer to find out what she needs to do to make out an agreement. Supervisors agreed to have her call the engineer. There was no discussion from the floor.
•Supervisor Morey made a motion to apply for the Federal Community Development Grant for blighted property. Supervisor Drabert seconded the motion and the motion was carried. There was no discussion from the floor.
•Preliminary results from Cameron & Cody on the well scope were that there is no crack in the well that Holt Drilling could see. There was no discussion from the floor.
•Pittsburg Tank & Tower were here on July 11, 2019 to inspect the well and stated that it was one of the easiest inspections they have done. There was no discussion from the floor.
•Supervisor Morey made a motion to advertise the invitation to bid on the Sewer Plant Project. Supervisor Drabert seconded the motion and the motion was carried. There was no discussion from the floor.
ROAD BONDS
•Current Road Bonds - 03-2019 Three Rivers Forest Products - 07/03/19 to 07/03/20 - From SR 4005 to T334 to Clara Township line.
•No new closed road bonds
NEW BUSINESS:
•Supervisor Morey made a motion advertise the 911addressing county ordinance. Supervisor Drabert seconded the motion and the motion was carried. There was no discussion from the floor.
OTHER BUSINESS:
•Supervisor Morey asked the secretary to order some children at play signs and more 25 mile per hour speed limit signs. Also, we need to order a new Lanninger Creek Rd. sign.
•Supervisor Morey would like the storm drainage boxes to be inspected and some maintenance done on them. The brush on Brophy Ave. needs cut back, and the roads need swept.
•Supervisor Morey asked Supervisor Ostrom about the dangerous structure signs and how he was coming along with them.
•Supervisor Morey asked the secretary if she had gotten the PLGIT paperwork done. The answer was no and he told her that the township has lost over $11,000 since this was brought up. After some discussion, Supervisor Morey offered to come in and help with the paperwork to get it going.
•Supervisor Morey would like the secretary to call 911 and get numbers updated.
•Supervisor Morey stated that he had gone to the fire departments board meeting the night before and they asked why the green dump parked in the way of the accident that had just happened.
•Supervisor Morey asked the secretary if she had gotten in touch with Troy Glascow about the security cameras. The answer was no because she was told that he would be contacting her.
CORRESPONDENCE & INFORMATIONAL:
•All other correspondence was reviewed.
ADJOURN:
There being no further business to discuss, Supervisor Morey then moved to adjourn the meeting. Supervisor Ostrom seconded the motion. All supervisors voted in favor and the meeting was adjourned at 7:48 p.m.

What good would lowering the speed limit do? Some cars are still going down Main Street over 55. What's needed is better parenting. The last I knew, there is a skate park and a 4 acre field field on North Street.
