Roulette Man Sentenced In Potter County Court
A Roulette Township man was recently sentenced in Potter County Court of Common Pleas for a charge of DUI and Resisting Arrest filed by State Police after an October 10, 2010 incident.
Gary R. Fessenden, 70, of 93 Fessenden Road, Roulette, PA, was sentenced on the DUI charge by Potter County President Judge Stephen P. B. Minor, to 90 days to 5 years of Electronic Home Monitoring at his own expense, to be paroled at the end of the minimum. He must pay a fine of $1,500.00. Fessenden may file for release from parole after two years if he is fully compliant with provisions of parole.
On the Resisting Arrest charge, Fessenden was sentenced by Judge Minor to 18 months probation that is consecutive to his DUI sentence and a fine of $350.00.
Other provisions of the sentencing are to pay court costs, pay a supervision fee of $25.00 a month and an administrative fee of $20.00 a month while on parole or probation; pay a donation to the Potter County Food Bank in lieu of 30 hours of community service; pay a lab fee of $74.00; pay a Court Reporting Networks Test fee of $100.00; pay a fee of $100.00 for act 198; attend DUI Safe Driving School and be responsible for cost thereof; take part in Alcohol Treatment Programs at his own expense; attend AA meetings as directed; attend a DUI Victim Impact Panel presentation and pay $35.00 to defray costs; and his driver's license was suspended for 18 months.
Fessenden was also fined for summary violations in connection with the incident.
The charges were placed by Trooper Chad Savannah of the Coudersport Station, who wrote that he pulled in behind Fessenden's vehicle that was stopped on the shoulder of the westbound lane of Route 6 in Roulette Township to see if the motorist was having a problem. Fessenden told the trooper he had pulled over to use his cell phone.
Trooper Savannah noted that he smelled alcohol and saw other indications that Fessenden had been drinking, including an open beer can on the passenger seat. As his investigation continued, Fessenden became uncooperative and some force was needed to complete the arrest and that was the basis for the (M2) Resisting Arrest charge.
A subsequent blood test indicated Fessenden had a .22% BAC. He was charged with DUI, Tier 2, 2nd offense (M1).
The case was prosecuted by Potter County District Attorney Andy Watson. Fessenden was represented by Attorney William Hebe of Wellsboro, PA.

If you are in the drivers seat, you are in control of the vehicle whether it is in motion or not. Therefor, dui pertains. read the law 3:54. The vehicle didnt just get there without him driving it. He is lucky he got arrested before he drove off and killed someone.

The law says you do not have to be actually driving at the time; i.e. you could be stopped with keys in the car and get one. It is obvious you were drinking and driving or you would not be in the car alone in the passenger seat.

First off it doesnt matter what good old Gary has done for the community, He was wrong got caught and Some action, has been taken. Wonder what you would be saying if good old Gary had hit and hurt one of your family members (heaven forbid that happening.The law is to protect the the people . If you want to drink thats fine but DON'T get behind the wheel of a vehicle. Thats just an accident waiting to happen. @11:54 PM EST. Doesn't matter much what he did or does for the community if he puts other lives at risk by driving while intoxicated. What if he had caused and accident that killed another person? You can't put a price on a human life, and to say that people should think about what he has done for the community is ridiculous. People make mistakes, but not only did he drive when he was belligerently drunk, but he resisted an officer as well. If you want to have a good time and have some drinks, make sure you have a designated driver, or drink at home. Since he has done so much for the community, perhaps you or someone else could have offered to be his designated driver? Maybe give a little back for all that he has done? Just a thought, it would seem to be a fair trade.

I used to work for Gary. Nice guy. He made a mistake. Yes, that mistake could have been worse, but thank goodness it wasnt. So, lets not borrow trouble. Be thankful that something worse did not happen. He was sentenced, so leave him alone.

All I'm saying is, nobody is above the law, period. I have 2 children, a 5 year old son, and a 2 and a half year old daughter. Maybe you have kids, maybe you don't, but I'm sure there is someone in this world that you love more than yourself. Maybe not. Either way, nobody is jumping all over Gary because it's Gary. I used to know Gary a while back, back when I played little league with Frank and Robbie Bruzzi. He was always a nice guy, never had any issue with him. Still don't believe he's a bad guy, but anyone that gets behind the wheel of a car after consuming alcohol, especially this much, turns that vehicle into a potential instrument of death. In fact, I never said anything that could be logically construed as "attacking" him personally. My statement was a general one regarding ANYONE that drives drunk. If I drove drunk, I'd expect to be arrested just like anyone else. I choose not to put mine and others lives at risk. I'm not here to stone anyone, I wouldn't have given my opinion on this had I not read your comment insinuating that this really should be OK because of what Gary did/does for the community. It's water under the bridge as far as I'm concerned. He did get what he deserved, so the point of arguing is moot. Have a fantastic day.

I never said what gary did was right all I'm saying is he don't the abusive statement towards him. And there are far bigger reasons as to why he isn't in jail so before you start making assumptions get the facts. He is still serving a sentence for his actions which yes they could havfe been worse and thank god they weren't. But not a single person has any clue as to what's going on as to why he isn't in jail. James W. Larkin, Aged 90, Dies At Roulette Home
James Willin Larkin, 90, of Roulette, died at his home about 11:30 a. m. Tuesday.
A native of Hector Township, Potter County, he was born Jan. 23, 1867, the son of Mr. and Mrs. John Larkin.
Survivors include
- a daughter, Mrs. Carlos T. Varney, of Roulette,
six grandchildren, 14 great grandchildren and two great,, great grandchildren.
Funeral service is being held from the Varney home this afternoon at 2:00 o'clock.
- Burial is to be in Card creek Cemetery.
Local Group Goes to See Don Hoak Play Ball
Robert Fessenden, Dewey Dexter, Edward Kaufeld, Jerry Tauscher, Gary Fessenden, Dennie Hoak, Otis Church, Charles Eckert, Rayburn Weimer Jr., Howard Smith, Harold Howard, Albert Chase, Merle Baum, Larry Roberts, Robert Tucker and Mr. Holster, attended the double-header basball game between the Cincinnati Redlegs and Pittsburgh Pirates at Pittsburgh, Sunday. The Redlegs won both games. Roulette's Don Hoak plays on the team.

Wonder what you would be saying if good old Gary had hit and hurt one of your family members (heaven forbid that happening.The law is to protect the the people . You can't put a price on a human life, and to say that people should think about what he has done for the community is ridiculous. People make mistakes, but not only did he drive when he was belligerently drunk, but he resisted an officer as well. If you want to have a good time and have some drinks, make sure you have a designated driver, or drink at home. Since he has done so much for the community, perhaps you or someone else could have offered to be his designated driver? Maybe give a little back for all that he has done? Just a thought, it would seem to be a fair trade.

I used to work for Gary. Nice guy. He made a mistake. Yes, that mistake could have been worse, but thank goodness it wasnt. So, lets not borrow trouble. Be thankful that something worse did not happen. He was sentenced, so leave him alone.

All I'm saying is, nobody is above the law, period. I have 2 children, a 5 year old son, and a 2 and a half year old daughter. Maybe you have kids, maybe you don't, but I'm sure there is someone in this world that you love more than yourself. Maybe not. Either way, nobody is jumping all over Gary because it's Gary. I used to know Gary a while back, back when I played little league with Frank and Robbie Bruzzi. He was always a nice guy, never had any issue with him. Still don't believe he's a bad guy, but anyone that gets behind the wheel of a car after consuming alcohol, especially this much, turns that vehicle into a potential instrument of death. In fact, I never said anything that could be logically construed as "attacking" him personally. My statement was a general one regarding ANYONE that drives drunk. If I drove drunk, I'd expect to be arrested just like anyone else. I choose not to put mine and others lives at risk. I'm not here to stone anyone, I wouldn't have given my opinion on this had I not read your comment insinuating that this really should be OK because of what Gary did/does for the community. It's water under the bridge as far as I'm concerned. He did get what he deserved, so the point of arguing is moot. Have a fantastic day.

Your comments are really not needed especially when you bad mouth the community we live in. I never said what gary did was right all I'm saying is he don't the abusive statement towards him. And there are far bigger reasons as to why he isn't in jail so before you start making assumptions get the facts. He is still serving a sentence for his actions which yes they could havfe been worse and thank god they weren't. But not a single person has any clue as to what's going on as to why he isn't in jail. So why can't everyone just drop it at he got sentenced. He is getting his punishment from the state and stay out of it. Unless you have a good god damn reason to get involved

Honestly I think this site is a joke. Its supposed to let people know what's going on and yes it does that but what happens in the court and between the person who has done the wrong doing should be kept discreet if people of this little gossip community want to use the site to post comments like ones above. Gary did something wrong and he got changed for what he did. Don't sit on here and judge anyone who has done something, he got a dui he didnt cause an accident and no one got hurt. Fessenden Resigns / Harold "Ray" Howard Appointed
Please be advised that effective 07/11/2011 Roulette Township Supervisor, Gary R. Fessenden, resigned his position as elected township supervisor.
At the regular monthly meeting held at the township office last night, by motion and unanimous vote, Harold “Ray” Howard, Jr. has been appointed to fill the vacancy for the remainder of Mr. Fessenden’s term ending December 31, 2011. Mr. Howard was in attendance at the meeting and graciously accepted the appointment.
We greatly appreciate the time that Mr. Fessenden has selflessly served his elected position and the citizens of Roulette Township during his term in office, and wish him well.

Roulette Man Charged With DUI
Roulette Township Supervisor Charged With DUI
Roulette businessman and Township Supervisor, Gary R. Fessenden, 69, of 93 Fessenden Road, Roulette, PA, was observed by State Police in actual physical control of a motor vehicle and showing signs of intoxication on Route 6 in Roulette Township Sunday at 7:53 pm.
Upon further investigation, it was determined that Fessenden was DUI.
Trooper Chad Savannah, in a news release, said Fessenden will be charged with DUI, Resisting Arrest and related Summary Charges in District Court 55-4-01.

Roulette Man Sentenced In Potter County Court
A Roulette Township man was recently sentenced in Potter County Court of Common Pleas for a charge of DUI and Resisting Arrest filed by State Police after an October 10, 2010 incident.
Gary R. Fessenden, 70, of 93 Fessenden Road, Roulette, PA, was sentenced on the DUI charge by Potter County President Judge Stephen P. B. Minor, to 90 days to 5 years of Electronic Home Monitoring at his own expense, to be paroled at the end of the minimum. He must pay a fine of $1,500.00. Fessenden may file for release from parole after two years if he is fully compliant with provisions of parole.
On the Resisting Arrest charge, Fessenden was sentenced by Judge Minor to 18 months probation that is consecutive to his DUI sentence and a fine of $350.00.
Other provisions of the sentencing are to pay court costs, pay a supervision fee of $25.00 a month and an administrative fee of $20.00 a month while on parole or probation; pay a donation to the Potter County Food Bank in lieu of 30 hours of community service; pay a lab fee of $74.00; pay a Court Reporting Networks Test fee of $100.00; pay a fee of $100.00 for act 198; attend DUI Safe Driving School and be responsible for cost thereof; take part in Alcohol Treatment Programs at his own expense; attend AA meetings as directed; attend a DUI Victim Impact Panel presentation and pay $35.00 to defray costs; and his driver's license was suspended for 18 months.
Fessenden was also fined for summary violations in connection with the incident.
The charges were placed by Trooper Chad Savannah of the Coudersport Station, who wrote that he pulled in behind Fessenden's vehicle that was stopped on the shoulder of the westbound lane of Route 6 in Roulette Township to see if the motorist was having a problem. Fessenden told the trooper he had pulled over to use his cell phone.
Trooper Savannah noted that he smelled alcohol and saw other indications that Fessenden had been drinking, including an open beer can on the passenger seat. As his investigation continued, Fessenden became uncooperative and some force was needed to complete the arrest and that was the basis for the (M2) Resisting Arrest charge.
A subsequent blood test indicated Fessenden had a .22% BAC. He was charged with DUI, Tier 2, 2nd offense (M1).
The case was prosecuted by Potter County District Attorney Andy Watson. Fessenden was represented by Attorney William Hebe of Wellsboro, PA.

If you are in the drivers seat, you are in control of the vehicle whether it is in motion or not. Therefor, dui pertains. read the law 3:54. The vehicle didnt just get there without him driving it. He is lucky he got arrested before he drove off and killed someone.

The law says you do not have to be actually driving at the time; i.e. you could be stopped with keys in the car and get one. It is obvious you were drinking and driving or you would not be in the car alone in the passenger seat.

We are sad to announce that on September 26, 2020, at the age of 79, Gary Fessenden of Roulette, Pennsylvania passed away. Leave a sympathy message to the family on the memorial page of Gary Fessenden to pay them a last tribute.
He was predeceased by : his parents, Robert Arnel and Charlotte Maxine Tauscher Fessenden. He is survived by : his children, Jeff Contz (Ajeng) of Johnstown, Scott Fessenden (Tiff) of Gold, A. J. Fessenden (Kris) of Roulette and Susan C. Fessenden-Helo of Dubois; his grandchildren, Andrew Fessenden (Brittany), Brittany Freer, Cheyenne Helo, Erika Helo and Daulton Helo; his great grandchildren, Kole Freer, Kiersten Freer, Chandylr Fessenden, Charlotte Fessenden and Piper Renner; his close friend Julie Adair of Edinboro; and his siblings, Carlene Kio (Tom) of Roulette and Mike Fessenden (Robin) of Roulette.
