I know that there was a Terwilliger that showed up on a map from the 1800's. The land was on what is now Dry Run Rd, Coudersport. In Hebron township. Not to be confused with South Dry Run Rd in Coudersport which is in Sweden Township. I can't recall the first name at the moment.

I took a stab at transcribing, guessed a little, still can't figure out some of the words. The page is of enlistees living in Birdsall, NY but Ed enlisted in Hornellsville, 20-25 miles away (and not by interstate); I wonder why he enlisted there. He was a mechanic, by trade:

Hello all, I'm researching a Civil War veteran who owned lumber businesses in Potter Co, I believe after the war. His name is Josiah Edward "Ed" Terwilliger, son of Cyrus Terwilliger and Jemima Ellis Terwilliger of Almond, NY. He was married to Fendora Stevens, daughter of Salas Stevens, a lumberman of Coudersport. They had a daughter, Mary Sayers, who was a librarian in Shinglehouse. Any information would be greatly appreciated. Thanks!

I should state that I have confirmed the identities as I have them here through other images of the officers, so I am pretty sure the attributions in the copy you shared are incorrect. At least they agree that Terwilliger is the officer on the far left.
